This picture has a good composition, interesting location and the exposure is just right, it's not too gloomy or any of the lights washing out the picture, however for the effect you've gone with a much longer shutter speed should have been used as the trails of light left by the cars aren't fully blended and 'smooth'
Overall I think that this has good promise for a photo but as I said a longer exposure for the light trails from the cars. Alternatively a mildly shorter exposure time could have given a choppy blocky look to the lights giving a more unusual and original take on the shot, however I feel this one is at a sort of awkward mid point.
(I really love everything else about it though)
